Das ist deutlich, sagt aber doch nichts darüber aus, zu welchem Paket
die Datei stattdessen gehört.  Und das ist definitiv nicht libpam, die
kümmert sich nicht drum, sondern offenbar localeconf.  Wenn die
PAM-Maintainer anderer Meinung sind, sollen sie das mit dem
localeconf-Maintainer ausmachen.
