This is a good summary of it.

I don’t have the source of it at hand (and IANAftpmaster), but
right now, the answer is NO because the promise of the DFSG and
surrounding documents also extends to not just the source pak-
kages but also the distfiles (*.orig.tar.*) isolated. Basically,
it extends to every single file in the distribution.

(Long ago, an upload of mine was rejected because I added a
licence file to the upstream portion of the package based on
information from upstream, in the .diff.gz – the next upload
contained the licencing information in the .orig.tar.gz and
all was fine.)
