Allowing things with mismatching changelog vs. distribution into the
archive will introduce problems by the way, since cowbuilder just
copies the distribution from the changelog – so, if someone were to
use a cowbuilder-based autobuilder on your package, the resulting
binary upload would end up in experimental… (think porter uploads).
