Checked, definitely didn't & don't.

grep-available xfonts-base | egrep -A10 -B10 "^Depends:.*xfonts-base"

shows that there are a few packages that depend on xfonts-base, but none
that you can rely on being installed when a user is trying to get their
X installation working. You could stretch a point and say that
the x-window-system-core metapackage really should be installed by
anyone trying to install X.

However, although the description for x-window-system-core suggests that
window managers etc. should depend on it, none does:

nwp@zuul:~$ grep-available xfonts-base | egrep -A10 -B10 "^Depends:.*x-window-system-core"       
nwp@zuul:~$ 

So, in the meantime, it looks to me as if xserver-xfree86 or xserver-common
should depend on xfonts-base.

But I'm prepared to be persuaded otherwise ;)
