But is it really needed? I keep upstream code in my git repo in "upstream" branch with tags, according to https://wiki.debian.org/Games/VCS/git. And git-buildpackage automatically makes orig.tar.gz from it. Making this rule target will take a some time. I can do that, but I'm really not sure is it worth it.
