this is evasion through a technique known in CRNHQ.org terminology as "victimhood".  it's a cyclic spiral.

at this point, given that this individual has begun to interpret constructive criticism as "personal attack", and begun to engage in personal attack as a way to undermine and thus evade responsibility, further engagement with them is futile and counterproductive.
