Are you sure? I thought the APN determined the type of service requested
or obtained.

I'd be inclined to have

   OK	ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
   OK	AT+CGDCONT=1,"IP","inet.bell.ca"

at this point.
