True and not true. Your thinking seems to be too much clouded by
open systems.
What is to stop very closed systems (think mainframes, minicomputers
and specialized systems) from deeply integrating the operating
system with the hardware?

If all writes are sector-sized and there is no write cache, then
they can be atomic without needing rollback.
Throughput, of course, suffers.
