Good to know that creating an empty file is enough as a quick fix.
However, it is probably better to do the following:
$ mkdir ~/xservertmp
$ cd ~/xservertmp
$ aptitude download xserver-common
$ dpkg-deb -X xserver-common_6.9.0.dfsg.1-6_i386.deb .
$ su
# mkdir /etc/X11/xserver
# cp ./etc/X11/xserver/SecurityPolicy /etc/X11/xserver/
# chown root:root /etc/X11/xserver/SecurityPolicy
# exit
$ cd ~
$ rm -rf ~/xservertmp
