Bug#87699: tetex-bin: Please don't. A "suggests" and possibly a warning on install is better

Know what? I don't care. I'm done with this discussion -- we're
just going around and around in circles. If tetex-bin were my
package alone, I would close the bug or mark it wontfix and that
would be that.
One more time: If people have incorrect Build-Depends in their
packages, their packages are *broken*. It's not up to someone
else to change another package in order to fix their mistake.
Why don't we send a message to devel-announce reminding people to
make sure that their Build-Depends line is correct? We can list
the packages that have a dependency on tetex-bin, and suggest that
anyone who's only using tetex-bin for texi2html fix their
packages. That way we can avoid filing dozens of bugs, and still
get the word out.
