What Shall We Do? (Was Re: Bug#87699: tetex-bin: Please don't. A "suggests", yadda, yadda)

Can we make a decision on this, please? I'm okay with a Suggests,
but I think we'd be much better off getting people to fix their
damn packages. I don't see how it's our problem or responsibility
to hack things so that people who haven't been paying attention to
their packages don't have to do work that they'll have to do
eventually anyway.

I'm also fine with filing a zillion bugs, if necessary, but we
might be able to accomplish the same goal by sending a message to
debian-devel-announce spelling out the situation and asking people
to doublecheck their packages to make sure their Build-Depends on
tetex-bin is correct, and that they should add one to texi2html if
they need it.

We could also, of couse, just send mail to the package addresses,
but I suspect that could end up in another round of people crying
spam, so I'd rather avoid that, if possible.

The problem with filing bugs is that it doesn't seem to be trivial
to sort out the packages that actually use tetex-bin (for
generating DVI, PostScript, or PDF docs, for example) and those
that may only be using it for texi2html. The only good way of
doing that seems to be looking through some autobuild logs to see
what's breaking, and I suspect that a lot of the packages haven't
been uploaded recently enough to show the problem.

In any case, some conclusion would be nice, as I'm awfully tired
of this discussion....
