Bug#87699: tetex-bin: Please don't. A "suggests" and possibly a warning on install is better

Potato != woody.  In woody, texi2html is its own package.
Packages that depended on tetex-bin for texi2html in potato need
to depend on texi2html in woody.

If they don't, that's the fault of the package maintainers who
haven't kept their Build-Depends up to date.

Let's be real here.  If you've got a package with missing
Build-Depends, it shouldn't take you more than five minutes to
edit the control file and fix the problem, plus however long it
takes you to build the new package and upload it to the archive.

I've gotten bug reports against my packages pointing out that my
Build-Depends line was wrong -- I looked into them, agreed, fixed
the control file, and uploaded a new package.  It's part of the
job.

In any case, if we don't make it clear that these packages are
broken now -- when it's easy to fix them -- they're going to be
broken forever, as getting fixes such as these into stable isn't
always easy.

Finally, I don't see where this problem is going to impact users.
If developers are inconvenienced because they haven't kept their
packages up-to-date, tough.
