The difference with now would be that the expectations are more clear: the
NM process will be advertised as what it is, an exam, and those who are
not prepared fail and get rejected. This is not elitist since there are
other fora provided by Debian for the "learning" part: interaction with
sponsor(s), self study, the -mentors mailinglist and channel, etc.
There's a lot of testing done in the world to qualify for certain
privileges. If I do a driving test, the person taking the exam will test
my skills and grant me the licence, or not. If I'm unqualified, he won't
be driving around with me until I could pass, but refer me back to a
driving school.
The separation between the learning phase and the testing phase is not
only very common, but also very useful. It allows for those who already
know to pass quickly, while providing the same level of service for those
who don't. The -mentors fora have an inherently larger population since
non-DD's can help other DD's aswell.
In short, I see quite some possibilities here. One thing I find
demotivating about the discussions here is that new ideas are often met
with responses like "impossible" or "won't work", while those posters
hardly ever detail what *could* work to solve problems like that of too
few AMs. There won't be more AMs magically.
