If he has an email and is able to use it, he does not need a web
frontend to the BTS.

If he is able to communicate via e-mail, there must be an MTA
*somewhere* which has been set up and is working. Why can't he use
that to submit his bug report?

Isn't the thread about users who "need" a web interface to the BTS
because they are somehow unable to send mail to submit@bugs.debian.org?
