Unless Webmin needs continuous screen updates (why would it?),
I don't see why it, with a text-based Web browser, couldn't work
as well as a curses program. HTML has tables and forms, accesskeys
and tabindex, and can link directly to the documentation.

ELinks and W3M both have CGI support. (ELinks' CGI support
is fairly new, and might not work properly,
but the developers welcome bug reports.)
