Experimental hotplug package

I uploaded to http://www.bofh.it/~md/debian/ a new hotplug package, with
the latest release repackaged from scratch by me. This is not an hijack
nor a NMU, and I have not discussed this at all with the official
maintainer.

The most important feature is that if you are running a 2.6 kernel the
modules for your PCI devices will be automatically loaded (like other
distributions have been doing for ages).
