What I expressed in this mail was my point of view about the l10n issue,
which is not related to Dominique's proposal.  IMO this proposal does
not make much sense because things can not be imposed to developers,
some infrastructure has to be built and it will be adopted if it works.
This is why d-i experiment is very productive, we can test some new
interactions between translators and maintainers, as with the string
freeze.
Anyway this proposal is interesting because we have to learn our
weaknesses and try to address them, and experience from other projects
is very valuable.
