It's a good way to do thing, in particular in a good way to improve
quality assurance.
In ISO 9000 organization there are Non conformities, which are basically
bugs. We already have this (b.d.o).
But there are also 
* prevention actions: someone say "hey! This can be a source of problem!
What's the cause? How can we prevent this problem?"
* quality plans, where people/organization set some targets/object, how
to reach it and how much time it will take (more or less) to achieve it.
I'm quite new to debian inner workings. Perhaps there's already
something like this. Please let me know if it does exist.
