Ah good. I forgot about udebs.

I think we really need to migrate from calling things like
Description-ja_JP:

to:

Description-ja_JP.utf-8:



The automatic conversion from native code to utf-8 support could be 
built into debconf-mergetemplate. Thoughts, joeyh?
