I'd say that frequently the reason is simple ignorance on the part of the
user: i.e. they don't know how to send in an update or they don't know
that one would be welcome. IMO, it would be perfectly appropriate in these
cases to ping the user and, if no reply is forthcoming, to close the bug.

I think in these cases it's also often appropriate to close the bug.
