The same reason what counts for all new mailing lists for people
working on a special topic:
1. Either there is no mailing list already covering the topic well
2. Or the topic will get lost between other topics
Look what Debian-i18n is about and see, if it really covers the subject.
It is just a mailing list for a working group not a change to the
Debian project!
If such a mailing list is a flop, it will be closed soon. But
fighting it down, before it was tried to organize things better with
such a list, is counterproductive. The original question obvious
intended to find out how many people would be interested to join such
a list and how it can be created. But the way the discussion runs
does not encourage women to join work. It is even for me frustrating.
And I have no fear to join the Debian Mailing lists, make suggestions
and help with work on Debian project (wich was lot of work but nice,
yes).
