Turns out that page had two different "how to install a package" sections!

While rewriting it, I kept finding other pages that were more appropriate for
some part of the topic or other, so the page now starts with some links
then mostly talks about packaging in the abstract.

I'm a bit overwhelmed by all that deduplication, so haven't been able to 
properly think through:

 * should the "Basic package management" section go in PackageManagement?
 * what other pages should be merged with that one?

Opinions welcome on those (and anything else), otherwise I'll come back to it
when I've had some time to recover.
