Re: aims of the wiki?
Putting aside the template question for a moment, I agree a page like
"HowToInstallPackages" is a good idea. Well, "HowToInstallAPackage" (singular)
would probably speak more directly to a newbie's goal.
I guess the layout would be something like:

1.1. Graphical install
(... synaptic instructions ...)
(put this first, because graphical people get scared by command-lines,
but CLI folk are happy to just skip over GUI stuff)
1.2. Command-line install
(... `apt` instructions ...)
(recommend apt over apt-get, because anyone reading this page
will appreciate the interface niceties)
2. What are all these dependencies about?
(... discuss depends, recommends, suggests etc.; how to see them and
how to do --no-install-recommends ...)
3. Where are the packages downloaded from?
(... other Debian versions, stable-backports, security, third-parties etc. ...)
4. Package resources
(... packages.d.o, tracker.d.o, salsa, any others? ...)
