Thanks for putting together a proof of concept!

I don't think this problem needs a template. Assuming the existence of a 
page HowToInstallPackages, the following I think would be perfectly good 
(mediawiki source examples):

     Install foopkg. (See [[HowToInstallPackages]])

or

     [[HowToInstallPackages|Install]] foopkg.

Note that this problem doesn't only occur on "package" pages.
