I was pretty sure something like that (in objective if not in content) 
exists, because I'm certain I've translated dozens of times something 
along the line "for instruction on how to install packages go... ".

I am also sure it was a section in a bigger page, not a standalone page.

I tried looking for it. And I think maybe it is the Chapter "Installing 
and removing packages" in

https://wiki.debian.org/DebianPackageManagement

Talking about redundancy ;) ... hiding info where one doesn't find them, 
certainly leads to the creation of a new copy.

Anyway, just wanted to point out what is already in the wiki. I couldn't 
look into the contents.
