This is part of the problem. Elsewhere I mention that now Network
Manager seems to require systemd to be running to communicate with
Modem Manager, which never used to be the case. I could still be wrong
about that, but systemd was already installed (to satisfy dependencies,
presumably of NM among others) and just needed to be enabled with the
kernel switch. Instant NM-MM communication. Whatever the actual
underlying reason, which seems to involve dbus, the result is a bad one.
