Because the OpenPBS copyright holder decided to go commercial and push
their OpenPBS-Enhanced or whatever product.  Note that it is really
difficult to find their license, but the last time I discussed this with
Morten (when I noticed that torque is in Ubuntu universe), I found the
license on their site without the expiration clause).

However, I agree that it would be OK to assume they cannot retract that
from the fork that Torque did.  So if people think that the rest if fine
(as I said, there are varying opinions, but certainly some people think
it is fine), it could go into main.
