Simply post your intent to adopt/take over on debian-devel and wait a
week an eventual answer. Then just do it.

I did it more than once (for gdm, dpkg-ftp, gnome-core). Sometimes I
didn't even post such a mail and simply adopted but I tried several times
to contact the maintainer and already did an NMU.

BTW, I've adopted such package, corrected bugs, updated them to conform to
latest policy and then offered them for adoption again (and i choosed when
possible active maintainers). It's a good way to correct numerous bugs. :-)
