You could remove all device nodes except cloop from the initrd and only
use devfs there. The actual system is a different issue, devfs should
not be monted on /dev there until we can be sure that all applications
support devfs.
IIRC, devfs was chosen for debian-installer because removing all the
device nodes also gained more disk space than the extra size of devfs in
the kernel.
