The Hurd identifies linux signatures as a compatibility option, but
boxen that have GNU installed as the only system don't need it at all.

When someone calls mkswap in any system he/she doesn't expect a
signature of a foreign OS to be created. But i agree that it can be useful.
How about naming it as mkswap.linux or mklinuxswap?

The minix utils are 'essential' but not that useful on GNU/Linux either.
They should really be in a separate package like all other fs utils. We
can all blame util-linux' upstream for putting that lot of incompatible
utils together in the same place :)

I'm going to put effort into splitting util-linux (and hope others do),
but i don't think that merging your patch with upstream should be a
problem at all.
