uscan is the tool to download the upstream tarballs and do repackaging
using the Files-Excluded in debian/copyright and repacksuffix in
debian/watch.
The typical procedure for packaging a new upstream release is documented
in the Debian GIS policy:

First I tried the defaults which was 5.2.0+dfsgwhen I tried git-buildpackage --git-pbuilerit says otb_5.2.0_orig.tar.gz was not foundthen I tried again with version number 5.2.0 when asked for "upstream version". Then I got
otb_5.2.0+dfsg.orig.tar.gzand is working fine. Sorry for noise. I thought there was something to do as last time. I was not aware repacking and repack suffix are added automatically.
