There has been no "official" announcement.
D-I translations (and boot flopies before) have always worked the same
way : things happen when someone cares about them....and nothing happens
when noone cares.
We can probably rewrite history and decide that it would have been
better to go over supported languages and try to know what happens to
them. The fact is that this was not made except once or twice when I
mentioned in -i18n that Esperanto translations were welcomed (and I
know I did so).
