Afaik, eo_EO is still in base/locales in stable, testing and unstable.
The only problem is that it is not and never has been in the SUPPORTED
file, so the locale have to be created manually.
See /usr/share/i18n/locales/eo_EO
It has been refused because eo_EO is not a valid name for a locale (EO
territory does not exist).
That's why Edmund Grimley Evans proposed an eo_XX (XX is user-assigned by
iso-639) in http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=233308.
IMHO this isn't far better, since even if the locale name might be
correct (still controversial), the locale itself would be valid for only
some esperanto speakers.
Esperanto is spoken in something like 130 or 140 countries, and because
of the glibc-locales design there also must be 130 or 140 locales. Even
if the language itself is common everywhere, money, address, phone
numbers, paper size aren't.
Even in the D-I, do you imagine a list of 130 esperanto choices during
the language selection, whenever it would have nearly no impact on the
installer.
