No, it's a bug in the debhelper backport.
If backported to lenny it should revert stuff like
* dh_desktop: Now a deprecated no-op, since desktop-file-utils
uses triggers. Closes: #523474
so that the dh_ tools still do what their manpage says and what is
expected from them.
(IMHO)
