You have said that there are reliable ways of distinguishing a dynamic
from a static address remotely.  You have asserted that by "dynamic"
you mean to include at least all DHCP-assigned addresses.

Now, can you please tell me how a remote site is supposed to know
whether a given address was assigned by DHCP?
