That's not specific to the sparc buildd; they all do that, it's a
feature Roman implemented. However, it's not perfect and the
burden of work is in the wrong place.
 Apart from anything else it assumes that no one else is using the
system; which, for example, with the sparc buildd (which has
public access to the chroots) is not true.
 It's not the porters responsibility to fix a package's
build-depends, it's the maintainers.
