That's not specific to the sparc buildd; they all do that, it's a
feature Roman implemented. However, it's not perfect[1] and the
burden of work is in the wrong place[2].

[1] Apart from anything else it assumes that no one else is using the
system; which, for example, with the sparc buildd (which has
public access to the chroots) is not true.
[2] It's not the porters responsibility to fix a package's
build-depends, it's the maintainers.
