Not really, at least not in my (puristic) opinion. I have a friend called
André, and I sure do want to write his name correctly. There is also some
german city or a village, which is named using an ô, so these are indeed
needed sometimes. However, I guess many germans consider them useless and
would like to be able to type ^ without pressing space afterwards.

There should definitely be a german layout with dead keys (think of my
friend installing debian and being asked for his user's full name).
Whether there should be a default layout without them, is an another
question.
