Arguably, the people at the top of the list in terms of packages are not the
ones who are the primary candidates for DM, since there should be a strong
correlation between the number of packages one maintains and one's interest
in being involved in the project as a full member.
FWIW, when I look at the top 20 on that list, I see both people that I think
should not be DDs because of poor non-technical judgement, and people that I
think should not be DMs because they don't (yet) have adequate technical
