There's more to it than that (have you read proposal B yet, for example?),
but I'll answer as a member of the tech committee (to which Anthony has
delegated this decision):
It's my current understanding that every single proposal is intended as
a mechanism to get Sarge released. If one of these proposals passes
with a sufficient supermajority, and the proposal in question leaves
some question about whether or not Sarge should be released right away,
I will argue and vote that the tech committee decide to release Sarge
with the offending packages.
That said, if proposals which make "release Sarge asap" unambiguous are
voted against too strongly, I'd be inclined to change my mind if I don't
have some reason to believe that "release Sarge asap" wasn't the reason
for the lack of popularity of that option.
