It can be. Any change to the hardware, or even the mobo firmware, can
cause PCI data to change, which means "predictable" network interface
names can change.
Installation of a new video or (wireless) network card may require the
installation of a new (non-free) driver in some cases.
But overall, yes. Debian handles hardware changes more gracefully than
some other operating systems have historically done.
