Remove the package which assigns those IP addresses, e.g.
network-manager or avahi-autoipd.

With static leases you wouldn't have that problem as now they're getting
dynamic IP addresses. Configure your DHCP server not to assign IP
addresses for MACs not in the database.

Don't use Network Manger ;^)
