Yes, it is buggy.  It should wait for a while and then kill the thing
off.

Shutdown scripts that fail to exit in a bounded, _short_ time are a
nasty bug that causes data loss on UPS-initiated shutdown scenarios.

It must _NOT_ depend on rdnc or bind not being wedged.
