I was just lurking on this thread, but now I have to speak up.
The EU is not a body (yet) that can enforce laws. Therefore, they
cannot mandate laws. However, they do have the power of appeal, so a
citizen of one of the member states who feels that his "rights" have
been abridged may turn the the EU to correct the situation.
I can assure you that France and The Netherlands who both rejected the
EU constitution would not sit by and let the EU create laws like that,
however politically correct they may seem.
I do however see in the future a United States of Europe forming from
the EU, complete with the federal powers that the United States of
America now has. Whether this is good or bad is an exercise for the
reader and not meant as flame-bait.
