It it my understanding (which may be obsolete or even simply erroneous)
that in Germany computer games are not to be made available to children
unless they have been approved and that the approval costs money.

In any case, there are other jurisdictions with wonky laws restricting some
software and new laws are enacted every day.  Some countries used to forbid
their citizens possession of encryption software (some minor ones probably
still do).  Several US states have attempted to enact legislation
restricting distribution of computer games in ways which Debian might run
afoul of.
