Not sure about manually but on my system these files are set to
root/dip with perms of 640.
so as root do:
chown root:dip /etc/ppp/peers/*
chmod 640 /etc/ppp/peers/*
Thats my suggestion.

Yes, this seems to be working fine. I had a couple of other files which
had different permissions:
~# ls -l /etc/ppp/peers/
total 8
-rw------- 1 root root 1813 Nov 14 01:12 dsl-provider
-rw------- 1 root root 2141 Sep 16 15:13
dsl-provider.dpkg-dist
-rw------- 1 root dip 1782 Nov 9 21:51 dsl-provider_bk
-rw-r----- 1 root dip 579 Nov 9 16:03 provider
and I did the following to change as you had suggested:
~# chown root:dip /etc/ppp/peers/*
~# chmod 640 /etc/ppp/peers/*
~# ls -l /etc/ppp/peers/
total 8
-rw-r----- 1 root dip 1813 Nov 14 01:12 dsl-provider
-rw-r----- 1 root dip 2141 Sep 16 15:13
dsl-provider.dpkg-dist
-rw-r----- 1 root dip 1782 Nov 9 21:51 dsl-provider_bk
-rw-r----- 1 root dip 579 Nov 9 16:03 provider
