It's not how long they've run the system, but rather whether or not
they're putting forth enough effort to research thier problem before
asking the list, or if it's an opinion, lurk long enough to get a feel
for what the general consensus to validate an opinion is. Of course,
this is common list and usenet courtesy, no real special rules apply to
d-u.
