Richtig. Das ändert aber nichts daran, dass procmail standardmäßig das
Environment löscht und im Allgemeinen nur die Variablen LOGNAME, HOME
und SHELL in seine eigenen übernimmt. Folglich ist die sonst natürlich
vorhandene Umgebungsvariable USER in der .procmailrc inexistent.

Auszug aus procmail(1):

| Normally procmail clears the environment upon startup,
| except for the value of TZ.

Infolgedessen halte ich meine Erklärung für das bei Andreas aufgetretene
Problem nach wie vor für plausibel.
