Ok, I checked in code for triggers on /etc/texmf/language.d
I haven't tested it, if someone has a long train ride to play around
that would be great... ;-)
I guess just dpkg-deb -x and -e of a texlive-lang-* package, editing the
postinst script and postrm script to NOT call the stuff for map and
language, and repacking it with dpkg-deb -b should do the trick.
