Not so surprising, when you think about it. Suppose that <pkg-tetex>
contains a file <pkg-tetex>/foo and <pkg-texlive> also contains
<pkg-texlive>/foo (a different file named also foo). Now, in
<pkg-texlive>, you do 'svn mv foo bar' such that the 'foo' file from
<pkg-texlive> is now called 'bar'.

What do you think should happen when you move <pkg-texlive> to
<pkg-tetex>? The history of 'bar' should refer to a file named 'foo' at
the root of the repository, but it is actually a different 'foo' than
the one that is already in <pkg-tetex> from the beginning.

That doesn't work well.
