I am on a course so cannot answer, only a few minutes time ... BUT:

GREAT IDEA! I will do this for the final version of the texlive
packages, so /etc/texmf is not cluttereed with stuff (in texlive there
are a lot config files). GREAT GREAT GREAT. I like this!
If we than put the TEXMFSYSCONFIG = /etc/texmf I can put my overrides
there. I think this is a good solution.
I couldnŽt read the whole thread, so I am not sure if we actually can do
this change with the current tetex packages rather soon, or do we have
to make some big restructuring.
